On 24 October 2025 the Financial Action Task Force removed South Africa from its list of jurisdictions under increased monitoring, confirming that all 22 action items agreed in 2023 were substantially completed.

Why this matters

Greylisting raised the cost and friction of every international transaction touching South Africa. Exiting it — by completing all 22 action items — is independent, international confirmation that the country's financial governance and institutional reforms are delivering. It lowers barriers for investment and trade, and it was earned by institutions doing patient, verifiable work.

South Africa completed all 22 FATF action items and exited the global greylist on 24 October 2025 — independent international confirmation that financial governance reforms are real and working.

Exiting the FATF greylist required demonstrable improvements in investigating and prosecuting money laundering, beneficial ownership transparency, and terror financing controls. The FATF is an independent global watchdog; its decision was based on evidence assessed over two and a half years, not on government statements.

Greater Tzaneen was named South Africa's cleanest municipality at the 2026 National Waste Management Awards, and George scored 84% in the national Green Drop audit — second in the country for wastewater services.

Independent national audits and awards programmes measure municipal performance every year. They show a wide range of outcomes — including municipalities that are clean, functional and improving. Celebrating them honestly is how standards spread.

The facts

South Africa's Constitution extends most rights in the Bill of Rights to everyone in the country, and the Refugees Act (130 of 1998) gives refugees rights to work, study, basic services and protection from being returned to danger — among the more protective frameworks on the continent.

South Africa hosts one of the larger refugee and asylum-seeker populations in Africa, governed by the Refugees Act and the Immigration Act (13 of 2002). Incidents of xenophobic violence are real and are condemned and prosecuted — but the legal framework, and the everyday reality of millions of immigrants living, working and trading in South African communities, tell a fuller story than the label suggests.
